Advocates have their say on NY budget

ALBANY – Advocates for aspects of Gov. David Paterson’s state budget proposal found promise and horror in the plan now in the hands of the Legislature. They include:

…The national Campaign for Tobacco-Free Kids supports Paterson’s cigarette tax proposal, which would help fund anti-smoking programs that reduce healthcare costs.

"Even in these difficult budget times, tobacco prevention is a smart investment for New York that saves lives and reduces health care costs," the group stated, urging the Legislature to similarly tax other tobacco products.

The New York State Correctional Officers & Police Benevolent Association said Paterson’s plan to close four prison facilities in the wake of a declining prison population is a "threat to public safety for all New Yorkers."

Health advocates applauded Paterson

"It’s a very forward-looking budget in terms of tobacco prevention," Russ Sciandra, the director of the Center for a Tobacco Free New York.

"It’s ambitious and focused," said Peter Slocum, a spokesman for the American Cancer Society, highlighting the smoking and obesity prevention proposals. "It doesn’t always pay dividends right away, but it does down the road."…
